Allocation and Divisibility Analyses

Formation Environmental’s role on allocation projects has been to develop and assemble multiple lines of technical evidence to support the division of contribution among different contaminant sources and responsible parties.   Formation personnel have provided key technical and strategic support for allocation and divisibility analyses completed to assist in negotiation, settlement, and litigation processes for historical mining areas, large sediment-contamination sites, overlapping industrial sites, and railroad properties.

Depending on site history and conditions and the types of response actions planned, Formation’s work to develop lines of supporting evidence typically begins with assembling information that describes the nature and relative magnitude of source-area contributions relating to specific site uses or specific past releases to the environment.  Organization and understanding of such information, in both spatial and temporal terms, may lead to more complex forensic analyses to demonstrate links between historic source contributions and current conditions.
